Mr. Leonard Dockins, a dedicated Real Estate Property Manager with over 10 years of experience in owning and operating rental properties throughout the Park Heights Community, established Kouture Enterprises LLC in December 2020 as a heartfelt graduation gift to his daughter, Miss Sydney Dockins. Sydney, who graduated from West Virginia University in May 2021 with a degree in Interior Design, has passionately embraced her calling as a Real Estate Developer, focusing on creating Affordable Luxury Homes throughout Baltimore City.

Her remarkable journey includes transforming 7 properties in the Park Heights Community, 8 in the Frank Square Community, and 3 in the Harlem Park Community. These properties, once seen as blight, have been revitalized into shining examples of excellence, significantly enhancing the value of Baltimore City. Sydney’s first property on Violet Avenue was proudly sold to a Baltimore City Teacher through the First Time Homebuyers Program, while her second on Parkwood Avenue found a new home with an Hispanic Family under the Vacant to Values Incentive program.
